GM's Review Structure and Process
The GM Foundation Board of Directors (GMF) serve as the governing body for all contributions, drawing upon GM staff and operating unit input to guide the overall philanthropic process. The GMF recommends an annual budget and sets policies, guidelines, criteria and strategic direction, and approves major contributions.
The GM Corporate Relations department reviews all event participation and vehicle and in-kind donation requests, with the assistance of other GM operating units, as appropriate. GM Corporate Relations and GM Public Policy Center review all memberships.
Under the oversight of the GMF, various ad-hoc contributions subcommittees – centered on GM’s identified program areas of education, health and human services, public policy, environment and energy and civic and community relations – set strategic direction within their scope as well as review and evaluate proposals prior to submitting recommendations to the GMF.
Many proposals originate and pertain to the communities where GM operates. Local Community Relations Committees in GM plant city communities have been established to administer local requests. Where appropriate, the GMF refers such proposals for consideration and handling to the appropriate local committee.
If a request is within GM or GMF giving guidelines and program priorities, and if funds are available, the organization may be asked to submit additional information for evaluation, which may include:
- Expanded project description, goals and objectives
- Description of persons or groups who will benefit
- Relevant experience of the project's principal staff
- History of organization (most recent annual report)
- Detailed work plan, time frame and action plan for expected outcome
- Evaluation plan including criteria for measuring effectiveness of the proposed project
- All current and projected sources of funding; list amount requested of other corporations, foundations and funding sources
- Detailed budget and long-term funding strategy beyond the initial grant period
- Current financial statements
- Current Board of Directors with affiliations
